A few questions:

How do you make sure it's flat?

What do you use, sand paper?

Is there not significant risk of killing it?

You use wet n dry paper, and providing your careful theres very little chance of killing your chip especially as conroes dont have any pins to bend. theres a lapping guide half way down this thread. http://forums.overclockers.co.uk/sho...=lapping+guide

mine was at 3.3-3.6

hoping to get my WC loop back up and running to get lower temps so I can push it higher

could use a new mobo actually (my P5B deluxe isnt my kindof board and my x-fi doesnt work with it) for overclocking on it etc

Have you tried putting the Soundcard in a diff slot?
My Audigy card refused to work properly in the last slot, so I had to squeeze it in under the gfx card, and it works fine, I think mine is a bodged PCI slot though. Try it.
