Sounds like the PSU to me.
When you push the button the next time does it do the same or do you have to flick on the switch on the PSU on and off again to get it to power up for the 1/10 of a second?

I think bertie was talking about the brass screws which screw into the mouting plate in the case, which you then have to screw the motherboard holding screws into. If you say its just laying about in the case, that sounds like it very likely its shorting, the point of the brass risers is so that there are no metal connections with the case that could short the moboOriginally posted by Swafeman

You dont mount the motherboard directly onto the mounting plate in the case. You have to screw the brass mounting screws (risers) onto the mounting plate first, then screw the normal screws into the risers. The brass risers (mounting screws), have a normal scew on one end, to scrwew onto mounting plate, and a screw thread to screw screws into on the other (instead of a screw head). You should have gotten some with your case.
By mounting the motherboard this way the motherboard should not be in contact with any metal to start with, and where the normal screws , which conduct, touch the motherboard, the danger of them short circuiting the motherboard is fixed by using the brass, non conductive, risers, so a circuit is not made from the normal screws.
As a shorted mobo, well probably wont work, and could blow

try a different graphics card
try a different cpu
try running the MB outside the case, using a screw driver to flick the on switch.
try a different cpu
try taking out all ide devices, pci devices, etc.
try reseating the heatsink
trty checking jumpers are set in the right places
if none of that works, its dead

nothing is, but it still dont turn on
ive tested the psu, and its dead, not ive got no way of testin whether the mobo works or whether its just the psu
if i blew the psu, is it likely the mobo short cicuited as well with no risers?

its probebly dead. about a month ago i doen nearly the smae thing. i had a riser in that i didnt need. (it ddint line up with a hole on the board) so it shorted. anyway i burnt out a resistor on my motherboard. and killed my psu. jujst bought bothe new too .
what wattage psu were you using to try and get it to power up?
you got a cpu fan plugged into a fan header on the mobo?
does that mobo have anything in the bios which shuts the power off when the cpu reaches a certain temp?
take the switch off the connector on the mobo and use a flat head screw driver to short the two pins, sometimes a dodgy switch can cause a pc to turn on and then straight off almost straight away.
take ur dead psu out the case and unconnect it form everything.
find a fan or something that isnt expensive just incase it is broke.
on the mobo connctor theyre will be 20 pins, try to find the green one, it should be in this order
11 orange
12 blue
13 black
14 green (PS_ON)
15 black (GROUND/COM)
16 black
17 black
18 white
19 red
20 red
i have left out the first 10 pins on the other side as u dont need to know them.
the colours might differ slightly - on my old 230W psu the green pin (PS_ON) is accutally brown.
get a piece of wire or a paper clip or something, preferably insulated exept at the ends and bend it and inset it to short pins 14 and 15. plug the fan into a molex and plug the psu into the mains, it should turn on instanly and stay on untill either its unpluged,switched off on the back (only some have this) unplugged from the wall or the short on p14/15 is removed.
if the fan works ok like this then the psu is not dead.
ive done this earlyer today so that i can run a mini fridge from a spare psu as the one that came with the fridge was too hot and a fire hazzard.
