TBH, those temps are v high for idle, are you confident paste and HSF are all correctly attached?
If so, what case or chipset temps are you hitting, maybe the case is hot and bringing the CPU temp upwards
I've just reduced my E6300 back to stock and it's still idling at 53C. In BF2 it was 55-56. My chipset is still at around 60C though even at stock.
Where / How are you seeing these temps (application or BIOS). If application - cross check with the BIOS reported temps.
What you should also do is remove HSF, clean up old thermal paste, reapply new and re-fit HSF and check again. Idle temps should not be anywhere near that high.....
In asnswer to the original question - the answer is "Yes". I replaced my Arctic Cooling Freezer 7 Pro with a Tuniq Tower 120 and saw a good improvement. The U120E is supposded to just trump the TT120.....
Try to make each and every day the best it can be.
I'm using TAT and speedfan (to monitor chipset temps).
If you have 29c ambient temps, then you will have silly high temps, but 55c seems too much.
Can you do ctrl alt and del and see if anything is using any cpu? That would explain the temps.
You need to double check that the clips are completely compressed on the heatsink, my guess is that one of them isnt quit in properly, have a look at my guide, in the troubleshooting bit, and it tells you how to do it properly...might sound obvious, but a lot of people stuff it up, me included
Reapply the paste, If you have AS5, go to their website and follow their instructions for your cpu.
Grab a desk fan, crank it up and blow it directly onto the heatsink, does it make a difference?
Is your case full of clutter?
Do you have adequate airflow?
What voltage are you running through the cpu?

1.35 CPU
+.2 MCH
+.1 FSB over voltage
+.2 RAM
My case is nice and tidy (you may remember pic's I sent you Clunk of after it was cleaned)
Case:

Scythe Kama
120mm front/back
AF7P cooler
If you've been through Clunk's checklist and everything is ok, then possibly its just the thermal characteristics of your particular chip and not something that can be improved upon much. If so it's something of a bummer, but as long as it works as advertised you can't really ask for much more.
I reckon that something is using your CPU and it might not even be showing it.
I had a similar problem a while back and it turned out to be a sound card that was doing it. When I took it out, the temps dropped.
Could be spyware or something nasty.
Do you have any extra cards installed?
Do you have another hard drive that you could install windows on just to test?

Right I've been tinkering.
Removed AF7P - reseated and dusted.
Removed dust filter from Sycthe Kama.
When I booted into windows the CPU was at around 45/6 - when in WoW it rose to 50'ish - now it's back to around 47/8.
I had installed F@H as a service - but that's disabled and task manager is showing no CPU usage.
System:

GTX
that's about it. I have vista on the same drive (another partition) so I guess I could try that.
Oh btw I'm now at 2.4ghz but with the same voltages as above - so I guess puting my CPU back to 2.8 shouldn't really change temp's much? (before I tinkered my idle temp was around 53/4 for 2.4ghz).
Wouldn't the simplest thing be to create a new user and then go into Device Manager and just deactivate everything that isn't absolutely essential? It's not perfect, but it'll rule out some (not all of course) malware and s/w possibilities as well as the devices.
Back up to 2.8 now and idling around 50C. Funny thing is if I play BF2 it only goes up to 52/4 ;/

Remove the X-fi and the drivers and see if it still does it.
My point was that nothing was showing as using any cpu, but it was doing.
