Depends what you want to do with it..
I think the most important thing to know, would be what you want to do with it?
If it is just a work PC, and all you want to do is emails and use microsoft word or whatever, then you can get a laptop for very cheap. Even with a dual core.
If you wanted to play games on it though, then it would get more complicated. Games need a really good graphics card, and laptops with really good graphics cards are harder to find and more expensive. There are still plenty available, but if you wanted a "REALLY" good gaming laptop, then it narrows your choices a lot. Gaming laptops are also a lot more expensive. There are other concerns too, like how much RAM and how much hard disk space etc. Would you need 1 or 2 gig? Hard disk size depends on what you want to store. Again, if its just work stuff, you can get away with a tiny disk. After all, a MS Word Document is probably only a few meg at the most. But if you want to store your entire 100 gig MP3 collection or something, then disk space is going to be an issue.
Theres other stuff too, like whether you want to be able to output onto an HD-TV or even just a normal TV.
So its best to know all that stuff, and then its easier to narrow it down to specific laptops.
If you want a cheap basic laptop then I think dell do some good compomises.

Well i wouldnt really use it for games, i would be using it for music, downloading lots of stuff (torrents and otherwise)...Watching films!
If it did come with Vista on it, would get rid of that...stick with XP Pro, i prefer it to vista! Runs more smoothly i think lol

On personal experience i'd go with dell because I like good warranties.
Hate HP had about 15 die on me at work in the last year
Acer..cheap but rubbish support

it gets good reviews & to me it looks a good spec laptop for the price,from what ive read about it the only bad point is the battery which is only a 4cell so it doesnt last long but thats not important to me & i'll be buying one of these next week.
but if long battery use is an issue to you you might want to look for another laptop.
