This is the OPN, how is it locked?And how can I unlock it?

TIXIB! That's a new one on me. Anyway as far as anyone knows at the moment they are completely locked I.E. the packaging cannot be modified to unlock them or change multipliers. If you want to change the multi you'll have to turn it into a mobile XP and use a piece of software to do it.
