I'm getting similar temps as the OP on my stock 6550 with a Noctua cooler on it, tat reads my temps too low (8c) but speedfan and the bios report about 19c. 32c under full load. It is possible!

Exactly what Schmunk said.
People that are seeing 17 and 18c and 22c in the height of summer have one of three things;
A faulty sensor
A refrigerated room/PC
A vivid imagination.
Don't forget that with standard air or water cooling, it is impossible for the CPU temps to get below ambient, and even with monster cooling, there is usually at least a 5 or 6c difference between the CPU temps and the ambient temps.
My average room temp at the moment is around 20c as I prefer it cooler.

i'm on 20*c, watercooled e6600. And I'm pretty sure that is room temp right now
Opteron 144 (1.8GHz stock) overclocked on 1.5v to 2.7GHz.
Currently at 31'c , not bad for an old chip working hard.
The situation's looking...
E6600 OC'ed to 3ghz tonight at 32 degrees. Nowhere near as cool as some of yours!

last night when i posted room temp was 17 deg and cpu was 17 deg
looks like im in sinc with room temp

my case is turned so the side panel with vent and shield is on view, air flow not blocked
oh windows open 24/7 and a fan in the room runs 24/7
cant wait for for new home office to be finished im going to climate controll room to 19 deg

People who think that it's impossible for 20C air to cool a CPU down to at or nearly the same level are ignoring fluid compression and thermal dynamic factors that can occur with certain heatsink and fan configurations, just think about how a heat exchanging compressor works, that chill parts down to sub-zero temperatures. If heatpipes are rapidly heated and cooled at opposing ends, there's an equally rapid rate of heat exchanging between the base heatsink and fins.
Seeing as the weather has started to cool down I decided to tweak my Opteron overclock from 2.71GHz to 2.8GHz last night. Just 1.45vs too.
Incredibly the idle temp was just 28'c.
Now that's cool for a pumped 90nm Opty!

The lowest I ever had my X2 4800 was a reported 12C by SpeedFan, but that was outside in about -10C in the Alps in January...

My E6850 was showing as 18 degrees until I flashed my motherboard BIOS, now showing as 25 under the same conditions (I mean EXACTLY, haven't taken the HSF or anything off) which seems more realistic.
My E6600 is running at 3.29Ghz with a Arctic Cooler 7 Pro and about 30-40'C idle.
Thought that was a bit warm but not ridiculously so....
the 6.2mhz processor in one of my laptops runs at room temperature....
that cold enough?
