easy. you have many options. you can go for a cheap c2d or even one of the older generation of cpu such has a celeron or a nortwood. you will most likely eb spending most of your money on hard drives to store the stuff you are downloading. if your purchasing more then 3hhd's you might need a big case such as a comso or even a stacker to cater for all the hdd's
I would just get a dirt cheap case and not use any fans or maybe just one very quiet one on the hard drive,

tad expensive considering the rest of the pc but it's as quiet as they get and will last a long time.
that lot is about £130 ex hard drive, optical and the case.
silent PC gave this a very good review as a decent case + psu combo

they said the psu could be slightly quieter but they are seriously picky over noise.
Why not just get a Thecus N1200 or similar ?

there's the celeron pc from bigpockets.co.uk with xp and a 17" monitor for £99 (it's in the currennt bargains section)
seems like a pretty good buy for this sort of thing

Well cheap over quiet as probably stick the downlading pc in a different room but both if possible
I would suggest getting a laptop though, there are plenty of cheap one from Dell all the time. My laptop run 7x24 and it is pretty quiet.
Buy an Xbox (£40 or so), buy the stuff you need to hack it (another tenner or so) and then run Linux on that.
You can even add extra hard drives if you need them and use it as a NAS

You can pick up a basic Dell Vostro for about £300 with XP Pro, they're definately quiet machines and even a 160GB HDD should be sufficiant for you unless you were planning on turning it into a fileserver

This is bunny and friends. He is fed up waiting for everyone to help him out, and decided to help himself instead!
Asus barebones system with integrated lan, sound and video. Couple of hard drives and memory. Linux distro and off you go. With a bit of shopping around, about £150 plus a monitor.
