Check my spec please
Am upgrading my parent's PC from their XP2200+.
Looking at £200 ish
they are keeping their power supply(which is a thermaltake 600w), the case and their 15" lcd along with the 80gb drive that has xp on it.
The parts I've thought of are as follows:

Can't really argue with that.
Have you considered a uATX board with onboard VGA though? Will save you a bit and won't be any different to use.
Abit I-N73HD maybe?

had a look at a gigabyte board with onboard VGA but it was a 7100 chip same as the above board but I thought it might limit upgradability in the future and I didn't think overclocking would be as good on a board with onboard VGA as they're normally designed for htpc's.
Although my parents normally use pc for surfing, the odd game(pretty basic spec games) and napster as well as streaming the odd video, I'd still like to give them as good a rig as possible within budget.
Would there be much difference though for their above use with a board that has a dedicated GPU card rather than an onboard chip?

I believe the abit board has unlinked FSB's so overclocking should actually be pretty simple. Also both boards have a native 1333MHz which should leave a fair bit of room for overclocking even without overclocking the board over it's native FSB.
You're right though the best way is probably going the route you have chosen.
