Lower is better.
The reason we suggest going for lower timings in the first place is, it is a good reflection on how the memory will overclock should you need to.
If you don't need to overclock the RAM(q6600 with pc6400 RAM for example) it will make next to difference and certainly no noticeable difference.

well i have Q6600, and Im getting 4GB (2x2GB), and later upgrading to 8GB so I wont really need to OC.
How about 5-4-4-18 such as the OCZ platinum? Is this ok as it has more lower number than higher?

Yeah anything lower is better but it will be a negligible difference. If it's within a few pounds of each other then I'd get the lower timings but anything over £10 it's not really worth it.

Yup, lower numbers = lower latency, which is always good, but they tend to have minimal impact. The first number is the CAS latency which makes the most difference however.
