As far as I am aware you would have to be taking some sort of Computer Science course or something in your degree entailing some sort of coding therefore giving access to that eligible department. Anyway, something to that effect.
I was looking at that and was about to post the link, it's an upgrade version, so it can be brought without hardware.

Seems that way yeah, just here you can be doing anything, music, film, engineering etc.. so I thought it might be a university thing rather than just computing.
Note: It seems that the upgrade version is 32-bit.
I'm not sure Sim, but it seems to be so from the following pages, you could ring up Software4Students or Microsoft tomorrow, see if they can clarify this further. Sorry I can't be of any further help.
