I would change 3 things in your list:
1. Get the Arctic Cooling MX-2 instead of the AS-5. Made by the same company and AC use MX-2 instead of AS-5 so it is better plus its cheaper and comes in a bigger tube so lasts longer. Far better deal on the MX-2 paste.

2. Drop the Hiper PSU for a Corsair HX520. Its only around £15 more expensive but is MUCH better with its 5 year warranty and excellent reviews.

3. Don't purchase a GFX yet. Wait for what ATI have to offer. They haven't fallen over and died yet. They still have fight left in them and will more than likely pull something good out of the bag with the HD4850 and HD4870 cards.

Other than that I haven't noticed any problems with your choices.

yeh I agree with ExHail but i would say i'm havent heard about that cpu cooler but for around the £30 mark you can pick up a tuniq tower which is an excellent cooler or a thermaltake one...

Best go for the Tuniq if your gonna overclock that Quad, guess it's the next best thing to a simple fluid cooled CPU... just a bit on the noisy and cumbersome side though on full load.

Ill follow your suggestions, and change the PSU and thermal paste, but ill stick with my cpu cooler, crazyfool, cos ive read really good reviews about it

I doubt the new ati hd48xx cards will be any better value than the 8800gt, but we'll see...

At £130-£140 expected launch price for the HD4850 and rumours of it beating the 9800GTX I'd say its value for money will be excellent.

Just wait and see, you never know hype has been right before when ATI launched the X800 series. Lets just pray its right this time.

is the 550w Corsair VX Series PSU comparable to the one ExHail mentioned. THe only difference that i can see is the modular capabilities of the HX, and the £10 price difference

ive checked out the new ati line up, and it looks pretty good, ill definitely consider it

Yeah the only real difference is that its modular but having a modular PSU is well worth the extra £10 imo

ive read on the internet about modular psus and apparently, all they do is make things tidier, and actually decrease performance. Why would anyone want that?

ive been reading around and i think ive made a final decision. Im gonna stick with the hiper psu. Ive read a few reviews and theyre all good, and it comes with a 3 year warranty, enough time to save for a new one if it fails lol.

tell me if im being stupid, but £25 extra seems like a lot to pay for a similar power supply

modular PSU will keep your case tidier as you can use only the connectors you need so you can get better temperatues due to increased air flow, throughout the case but is this worth $25? £12.50? depends on if you want your PC to look neat and/or are bothered about air flow IMO.

the non-modular one comes with sleeved cables and the other one doesnt, so i think that that makes up for the airflow problem

2 excellent pieces of advice, with MX-2 you don't need to worry about "breaking in" the paste, and as for the PSU it's even better now as Corsair do EU/UK rma services here instead of in the USA which makes them more appealing now.

Well I'll just say I wouldn't go Hiper, it may be enough time to save for a new one if it fails, but I'd still go for a Corsair, better quality and better efficiency. The Hiper isn't £39 for no reason. I personally wouldn't get one but if you want one then get one.
