One stick will work by itself, but the two of them in any configuration in the board will not work, and neither will upping the voltage then putting the other stick in. It's the EXACT same problem I had with my Abit IP35 and some OCZ Crossfire DDR2 PC2-6400. The board doesn't support the RAM properly, I would send your OCZ RAM back and mark it as incompatable and get some different RAM, such as Geil / Corsair which work fine.
OCZ is brilliant RAM, but the board doesn't like it that much.
