ATI PowerPlay is used to turn off various 3D features and reduce the clockspeed when it's not needed. It's been around since the HD38x0s, and has nothing to do with the chipset the card is used in. Unless it's been added to the chipset/drivers since the previous ones it won't work in the same way the NVIDIA ones do (yet). Credit to NVIDIA for doing it - it's a nice feature, and I'm sure something ATI will be adding at some point - whether they can do it through drivers or not I've no idea.
ATI PowerPlay isn't something you can toggle on or off. It's an automatic thing.
