CPU-Z will be right then, just a glitch in Orthos. If it's set to 9x in the bios there's really no question, and as you say the Q6600 cannot have a higher multiplier.
My guess would be it sees the stock FSB of 266Mhz for the Q6600 and the OC clockspeed of 3Ghz going by your 'My system'. If it has trouble for some reason sensing your real FSB speed it might 'guess' the multiplyer as 11x since that would get it closest to 3GHz (2.93Ghz to be exact).
Is your version of Orthos fully up to date?

Ok, yeah my Orthos was out of date.
I downloaded the new version and it says 9x so i guess it was just a bug in the old version.
