AFAIK it would be pointless... unless you want to get rid of unwanted gubbins'...
but changing the proccy does not require a format.

CPU doesnt effect your hard drive installation at all. all BIOS related
Pointless...but, how long was it since you last formatted and installed windows, if it has been over 1/1.5 years, then a fresh install would make it alot faster
Yup, no need to reinstall as changing the CPU has no effect on the HDD/system files. The only addition you might have to make is to install a file if you're changing from single core to dual core to make use of the extra core, but does not warrant a resinstall.
(I done this when I changed my Opty146 (single core) to a 3800x2 (dual core), I had to add AMD's dual core optimizer, but I changed my cpu back to single core (As the dual core was a terrible OC'er.)
