    HP Brio BA410's do this, I've seen them up to P3-800 passively cooled - with a medium - large sized aluminium heatsink and the power supply directly over the heatsink so that as the PSU draws air out of the case it is taking the CPU's heat with it. The PSU fan in there was pretty quiet too.

    i dont know if you can passivly cool 1.75 chips though, i know you could with 1.65v chips
