Undervolting fan didnt work?

Ok brought myself a "7v Fan Speed Limiter" today and i cant get it to work.

I plug the molex into the power and the 3 pin into the fan, but it doesnt power up at all (the fan). Also, i have tried converting the spare molex on the other end with a molex to 3pin connector but that seems to be the full 12v as there is no slow down.

Either than fan doesn't work full stop or the fan requires more than 7v to make it spin.

well the fan works. its a hiper 120mm hiperflow 1500rpm one.

I have also tried on a 900rpm sharkoon 140mm and a scythe s-flex 120mm 1200rpm and none of them work
