    What's the best way....

...of cleaning thermal paste off a CPU and heatsink. Want to make sure it is really clean. Nail polish remover and kitchen roll? Or is that just silly!!

I prefer to absolutely sure that I am using the right kind of stuff that will have no harmful side-effects - so I splash out on Akasa TIM-clean.

It's pretty much the same stuff as what has already been suggested - but just formulated properly etc...

This issue has been discussed several times here, and I believe I read in one of them that nail polish remover may contain perfumes and other contaminents that you may not want to have lying on your core (Reduced heat transfer, etc., etc.). Go with one of the alcohols mentioned. :>
