Powered USB hubs

Hi All,
I have just bought a new LCD TV but also have an external USB TV tuner which connects to my computer.
The problem is that unless the TV tuner is powered the signal passing through the tuner is not strong enough for the LCD TV to display. This is fine when the computer is on but when I turn it off the power to the USB tuner is lost.
I think a solution to this would be to buy an externally powered USB hub and connect the tuner to this, but this would only work if the power is always output to the device regardless of whether the computer is on or not.
Does anyone know if powered usb hubs always power peripherals or are they only powered when the computer is on?

Yes they always power peripherals as long as the mains adaptor is plugged in to a live socket.

Mine doesn't. Might just be an odd model, but something for the OP to watch out for. Maybe some sort of mains - USB adaptor (like a HTC or Apple charger) would work?
