Want to do a thorough scan and see if there's any bad sectors, etc
Won't have an OS or Data on it so anything that does it from within Vista would be good

Precisely - any bad sectors will have already been mapped out at the factory so very little point. If you get repeated errors on installation then consider doing a chkdsk.
I use ActiveSMART or HDTune and each HDD manufacturer has their own set of tools too.
Never used to bother but after buying two HDDs which were faulty and having the subsequent replacement turn out to be faulty as well, I now scan every new HDD, just to be sure.
I use MHDD myself. Always test new hard drives with it before using them.
It gives some idea of the condition of the hard drive.
Full Windows format, then HD Tune for surface scan, then start copy (not move) data over, verify the contents, run idle for a day or two before I put them into production use.

I have a Samsung with 6 "$Bitmap" errors, don't know whether to bin it or keep using it until it dies...
MHDD as mentioned above is excellent for testing old drives. Even if no bad sectors are found, the latency figures are a good indication of how close your disk is to dying.
