Does seem rather strange to me, they are pushing out a new version before the old one has even been taken up.
Seeing as OpenGL 3 is pritty much dead in the water DirectX no has no real competition, so what wrong with DX10 that they need a new one already?
Or is it just another little change just to get people to buy w7 and stop using xp?

Nope, Vista runs directX 11 as well.
There's nothing wrong with the pentium III CPU either, but that doesn't mean the core i7 isn't a brilliant chip or that it should never have been developed. Things move on and improve in computing, even from a dominant position.
DirectX10 had a number of efficiency problems which Dx11 solves - it may even improve performance on non-Dx11 cards.
