65 is high. You using stock heatsink ? If so you should upgrade that if you want acceptable temps on OC

No im using the xigmatek s963, on stock i used to get 40C max but it has somehow increased to about 47 idle on stock....

You applied the thermal paste correctly ? Theres a thread i started with quite a few helpful answers in it. Also what case, and case fans ? As i found out last night that even reversing a fan can help with temps.

Case is a cm690, got fans everywhere: 1 front intake, 1 side intake, 2 top exhaust, 1 rear exhaust, along with 2 on the ram and 1 fan on the NB and 1 92mm akasa fan on the heatsink. The heatsink was mounted many months ago, i believed i applied paste correctly as i made sure the paste partially filled the cracks(its a Heatpipe direct touch design).

Try remounting the heatsink sometimes the connection between the cpu and h/s isnt perfect causing much less efficent cooling

Its ok having a million fans, but unless the air flow is correct and unrestricted, it isnt going to help matters.

I've got my e8400 running at 3.97ghz using 1.35v. Coretemp under IBT is 58c.
My heatsink is a xigmatech s1283 with AS5 thermal paste. The temperature hits 58c within seconds and does not increase, which imo is an indication of good airflow. I use negative air pressure (all fans sucking out), dynamically controlled by speedfan.

Yeh i know it must be unrestricted and it generally is, got 2 front intakes forgot about 1 of them :P I put this in with some modeling clay in the 5" bays as the bottom front is interrupted by the hard drive bays. Just remounted the heatsink with new paste (mx2, had arctic silver on before but cant find the tube i used so had to make do), had loads of dust on it which i wasnt able to get at before hand so gave it a quick clean. Temps are now approx 46/40C idle and 58/54C on load with intelburn, i think that is alot more acceptable right?.
edit: sadbuttrue, thats great temps and shows that my heatsink is now performing well as it is the 92mm of the heatsink you got :P. I will try out 4ghz a bit later....

which gives extensive information about thermal management of the processor under various operating conditions. Section 5 is the one to read.
65 degrees is highish, but (based on the information you have posted) appears to be within the acceptable limits for the processor although, as Intel points out elsewhere, operating the processor outside its design parameters may have a detrimental effect on its overall reliability and service life.
