Printing technical plans at exactly correct size

I need some help printing out woodworking plans at the exact correct size. Yeah, I'm making a joystick controller to precise Japanese arcade specification

The plans I'm downloading are in PNG format, and a variety of versions are available with different PPI. I'm using a Canon IP4300 inkjet printer and A4 paper. However I'm tearing my hair trying to get a set of plans to come up precisely the right size; I can get to within a few percent but that's not good enough dammit.

E.g. the 300 PPI plan is 2635x1379 pixels, so I need the print to come out 8.78" by 4.60". What's the most accurate way to arrive at a print this size, by fiddling with custom paper/page size, by scaling the print image, or some other way?

EDIT: Mods, can you please move this to the Help & Advisory forum? I've been thinking about bloomin' hardware all day and so put in here, probably best in Help however.

Create a blank picture with black border on the edge, then try the borderless printing on your printer. Then find out the position of the border. That way you know the scaling ratio you need.

Each printer have different limits on how close it print to the border so there is nothing you can really do from the software side and you just have to find out the ratio for your specific printer.
