Make another account and try logging in with that? If that works it's almost certainly a problem with hexus + your account.

It seems to work now(my previous post) but still confused what happened as I had tried nothing new.
I believe networks must be living entities of some kind.

I had this issue last night from home, (Plusnet ADSL) but have never had an issue when browsing through work proxies.(US based).
Working fine now though.

No, it wasn't in jest. Quite often, and for the last few months the site times out, so I do a traceroute and it's usually about 3 servers before the hexus one that is stuffed up, so the fact that you are up and working with a proxy, sounds about right. Remove the proxy and try a traceroute to here.

Sound like the issue was with your isp or the route you're isp was taking you to get here.

The OcUK forum and the Sudhian forums both start with http://forum. Also it still does not explain why it was the forums and not the other parts of Hexus which were not affected??
Why this "database" issue as opposed to the normal error codes you get if you cannot get to a webpage??

Well it could of been if isp filtering was causeing only partical requests to go through.
This looks like it's no simple issue, looks like it was ether an issue with your accout of network pathway.
However that means it's pritty impossible for us non-admins to investigate.
Maybe a Moose fell from a helicopter, missing the panda but hitting your internets cable. ;)

I've had issues before which I've only managed to resolve by clearing the cookies for that site / domain.

I was going suggest that technically the moose wouldn't need moose insurance, it would need car insurance... but that would be an entirely different situation.
