I have to recommend a HP dx2420 or a Dell Vostro 220 with Windows 7 for work. Which is best?

I prefer dealing with Dell in the UK, HP do have some serious jokers working for them.

Whole office full of Vostro 220s here, and I only ever had 1 problem unit - which Dell fixed next day without fuss.

Cheap and most definitly cheerful in my experience.
