I would look at a 4850 or gts250 or a 5770
The 4850 or gts250 can still cope very well at 1680x1050
I'd also consider another 1gb of memory at least.
The combined rating is not so important because the whole system certainly won't take more than 20A (That is 240W mind you) so that is well below the 26A (320W!) limit.

Max is sustained, anything more than continuous max is called overload.
Computer PSUs are not bench PSUs, and doesn't use burst rating.
