I'm looking to put together a Core 2 Duo E7400 2.8GHz, 4GB Ram, and a Geforce 7300 PCI-E Card. Would a decent 420w Power Supply support this ok?

Any decent 300W to 400W PSU would be enough for the setup you are building.
However on the Scan Today Only webpage is the 500w Silverpower SP-SS-500 for around £41:

You can get a lower output PSU for a few quid less but the Silverpower is made by Seasonic.

That system will very little in the way of power unless you've got some big raid array of 6+ hard drives.
If you do then I'd look at 450-500w

If I was to go for a AMD Athlon II X4 620 / 2.6 GHz processor instead, which requres more power, would the 420w power supply still suffice?
It definitely would, although it is a quad core it is a rather low power one at 95W TDP. It'll probably draw around 50W more at most than the E7400 if both were at load so there's nothing to worry about.

For comparison I have a Corsair HX450 powering a non-overclocked system. It's not a power hungry system, and I've been very happy with the PSU.
- Intel E8400
- 4GB (2x2GB) PC8500
- 1 x 320GB HDD
- 1 x DVD-RW
- 1 x ATI 4670 512MB
- 2 x 120mm Noctua NF-P12

I've got a Corsair HX520W (480W on the 12V rails IIRC) and it powers a overclocked Phenom II X4 955 and an overclocked 5770. Also got 4GB of 1600mhz CL7 RAM and a WD Black 640GB along with 4 3 pin case fans. Never shuts down due to not having enough power.
