Check that the HD hasn't reverted to PIO mode. It used to happen to me all the time, I think my HD and motherboard just couldn't get on for some reason.

    Control panel-->system-->hardware manager-->primary IDE channel.

D'oh! Just seen that you have SCSI disks. Still, the slow boot sounds like there's something funny going on with the HDs, they'd be my first suspect. With IDE drives windows drops out of UDMA if it detects any errors. It may well do something similar with SCSI.

I have same CPU, had the same problem. Have you overclocked it the littlest bit? I did, and it runs crap, slow, i hated it. So i went into the bios, changed the settings back to there originals, and it was slower. So, then i went into the bios and loaded setup defaults (whatever it is known as). Give that a go, might help.

Well, it sounds like a virus to me.
Yes , there are the viruses that starts as svchost.exe process (and they are not really, SVCHOST = host services). One of them was W32 Heidi or something like that. While cleaned my computer, it was still slower than usually. Clean install(format) should be best thing to go if you don't have some important things on your PC. Also there is folder called Prefetch where win puts programs that you start usually. You should delete entries (not the folder !!!).
Don't be lazy, do some AV scan, then if nothing, reinstall your OS. If doing backup, BE SURE not to backing up infected files !!!
    Ok .Good luck.

check to see if anything is using a lot of resources from boot.

    check IDE cables maybe?

download "hijackthis" and paste the results in here, i'll have a look at your startup files/

My P4 3.06GHz system did this once over time, it ended up running slower then a 800MHz CPU!!! I reinstall WinXP, and everything went back to normal. My idea was that I use this system for a LOT of constant disk access, and it buggered things up.

Do you have a spare drive you can use? It could be that the drive itself is on its way out.....

ooh, one thing to do.. (i never run into this problem coz i disbale it after a windows install.)

try DISABLING , the Indexing Service right click your hard drive, Properties, untick the bottom box. this often solves HD activity, although your case sounds more severe

then type "services.msc" in the RUN command box, and find "indexing service", then disable it

scsi drives fellas so IDE cables not an issue

1 thing I did notice was that when I tried installing norton AV it would error at 70% of the install but installs perfectly on all my other pcs

is this a virus that could possibly do this as Ive heard some can?

also when reinstalling it wouldnt allow me to install windows xp on my other drive saying it had an invalid partition, well it hasnt and it works fine theres 6 gig of files on it and has a NTFS partition

When you say it dies at 70% what exactly happens as I may have some information that can help there, or maybe even a Database I can check.

well it says something on the lines of error unable to continue

then gives me the option retry or cancel

retry just delays another error message and cancels uninstalls what has already been copied
