Sounds like an MSI error, where it does a rollback, normally because of a previously installed version on it.
You could try before a complete OS reinstall to run this program ftp://ftp.symantec.com/misc/consumer/Rnav2003.exe
That should remove any trace of NAV and a reinstall may be possible afterward, I say may, it is worth a try. If that were not to work then I would do the OS.
The online check will do it though straight off.
