Well, the minimum requirements on the box state Pixel shader 2.0, so ATI 9500 onwards...
Although I'd say to get a good framerate maybe HD4670~, 9600GT is good enough.
I thought this game was pretty CPU based anyway.
I'd go with the 9600GT suggestion. That should be enough for Sims 3. A Quad core is suggested though.
A quad core, to runs sims3, really ? Overkill or what. The cpu/ram that will be used are :
AM3 240
2GB ddr3 1333mhz.
Only really shop at scan/aria as i live local and its just easy to buy all components/build in a day and neither have stock of 9600GT.
Can get a 4650-4670 from aria though. DO NOT want an XFX card, avoiding like the plague due to their awful returns policy.

But its only going on a 19" widescreen and that would be overkill with 1gb gpu memory,
I'd definitely go with the "Ultimate Edition" - silent! If it gets too hot (though I doubt Sims 3 would push it that far), you will always be able to slap (DIY, of course) some slow 92mm fan on it.
An Intel G45 IGP will even suffice, and no, you don't need a quaddy. So, basically any graphics card from AMD or nVidia will do it.
The only thing remarkable about the Sims 3, is how utterly undemanding it is, and how many people bother playing it.

Refuse to buy from OCUK due to returns, and refuse to buy XFX because of their sucky returns.
I think an HD4670 GDDR3 would be a good card for the job IMHO. It should even run newer games reasonably well too.
