Core 2 Quad Q8200 strange problem..

I'm using a Foxconn G31MX series motherboard, it states that my cpu is running at 2333mhz in the bios but in CPU-Z it says 6x multiplier and 1999mhz :/
I'm using Win 7 ultimate x64 with the cpu power settings at 100%/100%
Edit: seems when I put the cpu under a fair bit of load, it clocks up to 7x multi... showing that in cpu-z... is this intel's hardware, acting independently of OS configuration?

That's because you have Intel SpeedStep (EIST) enabled, this clocks down the multiplier to 6.0, reducing the speed of when it's idle. This also lowers the core voltage to reduce heat output and power consumption.
You have to go into the BIOS to turn it off.
