New PC Build problems

Hello,

I've just built a new computer:

core i7 960 3.2Ghz
CoolIT ECO cpu cooler
6GB Patriot Viper 1600MHz(3x2GB triple channel)
ASUS Rampage III GENE mobo
CoolMaster Storm Scout + Coolermaster Silent Pro 700W Modular PSU
OCZ 60GB Vertex 2E SSD
500GB sata drive
250gb IDE drive (usb converter)
DVD-rw sata drive.

I have a couple of issues.
Firstly, I am getting stock temps of 45C when idle and up to 70C on max load, I was hoping to overclock the CPU to about 4.0GHz, but when I overclocked it to 3.8 the temps where already getting to 100C. I thought the problem could be that the thermal paste was what came already on the CoolIT eco, so i bought some arctic silver 5 and applied and the temps are still the same. I have 2 fans connected to the CoolIT eco, the stock fan and my default case fan. Any idea why the temps are so high?

My second problem is that I wanted to fit some neons to the case, but they seem to cause a problem. They work fine, but when turning them off it seems to freeze the computer (the monitor goes black and nothing works, so I have to hold the power button). I have tried these on another computer and they didn't cause the same problem, so I thought it could be that they used too much power (didn't think it would be because they barely use any but still wondered), so I unplugged all other devices except mobo and gfx card, and powered on to boot screen and turned off the neons and the same problem occured. Any ideas why this could be happening?

Looks like it needs to be setup quite carefully. How are you overclocking?

reseat the cooler as much as possible until the temps improve, tehre is such as thing as 'curing time' as well for thermal paste which is a period of time you have to wait before optimum performance however I wouldn't have thought that would make your CPU that hot. Hows the air flow in the case?
Is the radiator on the eco set as an exhaust or an intake?

We could also do with what settings your using for your overclock to see if your using too many volts and creating unnecessary heat.

Just looking at the coolit eco manual, it also explains that thermal fan regulation for the eco needs to be disabled in the bios, which when enabled may not provide enough power for the pump to run.

Well my bios has an auto overclock setting, and I tried both 3.6 and 3.8 overclock and both where getting too higher temperatures. I've never overclocked before so I thought this would be the most sensible thing to use.

Ok. There is a 120mm fan at the front of the case pulling air in, and then the 2 120mm fans connected to the radiator of the cpu cooler, both pointing out. Theres is also a 140mm fan on the top of the case extracting air out also.

As I say I am not really sure how to go about manual overclocking yet.

I have this disabled as I was looking through the BIOS the other day and noticed it is off.

Okay the auto-overclock setting probably pushes voltage quite aggressively, as they will prioritise stability. Voltage increases will increase temps dramatically. I'd look into some overclocking articles and do it yourself, carefully.
