Can't vouch for any of the other coolers mantioned, but the missus has a VF1000 on her x1950 Pro: very quiet and very good temps (temps less than half that of the stock cooler - mind you, it is much larger!).
In my experience the VF900 is a quieter cooler than the Vortexx Neo.
Most likely either Arctic aftermarket coolers mentioned will be better than the VF900 for cooling and noise.
I'm pretty sure the VF900 is EOL now, so getting hold of one will be tricky, also they where £25-30.
