It's a Dell, therefore there are two provisos you need to remember: 1) the PSU is likely to have proptriatory connectors, which any replacement would also need. 2) That 300W is likely at least as good as some other make's 420W -they don't rate them in the same way.

i got 1gb for 7 pounds so in total he now has 2 gb and he is gona buy the 5670 and the celeron dual core, would the 5670 plus the celeron be pushing the 300w or wud it be comfortable

The celeron + 5670 will be very comfortable on a 300W PSU, they're both pretty energy efficient. The 5670 is *definitely* less than 75W (as it has no additional power connector so gets all its juice through the PCIe slot), and the Celeron is rated at 65W max, but the reviews I've seen show it drawing not much more than half that.
