It comes to this- watercooling won't bring my temps much lower, as I have very good aircooling at the moment, and I'm also a student, so I don't have 800 USD lying around for a vapochill. But I do have some cash, an unlocked XP, and a burning desire to push the limits of my processor. Any reccomendations would be great, and if its possible, less than 250 USD would be awesome. Thanks.
to use a TEC on your cpu you *will* need watercooling, or a VERY large copper fin heatsink, and about 300cfm of air (my point is that air cooling a 226w tec is extremly impracticle...).
Tecs are cheap though... but you then need a psu for it - not a crappy computer one... then you need to insulate it to prevent condensation killing the mobo, and a coldplate, at a guess, thats £110 gone so far.
Then so you can watercool the hot side:
waterblock = £40
pump = £20
rad = £40
res = £25
tubing and extras = £15
So yes, you can do it for £250, but first I would definatly just get normal watercooling and then add the tec later.. its easyer like that...

Well yes they are quite cheap, you can get a peltier cpu block and a psu that fits in a CD drive bay for about £60. Any half decent watercooling kit would do, tho the bigger the rad the better, so i would say about £110 for that kit
the worse bit will be insulating the mobo - this is the sole reason that i havent done this yet. I wouldnt have a clue where to start tbh, but if i remember right over-clock.co.uk have a very good guide on peltier systems; just need the balls to do it =)

And, FYI, TEC stands for "Thermoelectric Conductor" and is the proper term for a "Peltier" as that's just the surname of the inventor.

TECs also give you a nice electrisity billfor less money you could get watercooling and a small waterchiller, to benifit your gpu aswell as cpu... I might try this in the future, as insulation wouldnt be needed if the water temp is controled..
What would be a good site for buying a TEC? And should I be going brand name or will anything do? I'm willing to insulate my board as I'll end up upgrading to socket 939 once I make some cash. And where would I find a water chiller? Could I retrofit a mini-bar fridge from Wal-Mart or something? My parents pay for electricity hahahah.... thanks for the advice!

www.over-clock.co.uk sell them, plenty of places do, but imho youd be better off with a good watercooling and a phase change waterchiller (aka old cheap freezers).
TECs are no good for waterchilling either, before you ask...
No, I know they'd be no good for waterchilling, I've studied the diagrams and physics of TEC's, but you can actually use this new double sided TEC from swiftech to chill water to down to -10c.
