You need to have the OEM licence code sticker on it some place to sell it.
Personally I don't think too much of it.
He's using the old ThermalTake SpinQ cpu cooler, looks great not the best of coolers and I'm sure I've seen that gpu cooler before, looks like he removed the shroud and got it anodised blue.
The overall design is amazingly basic and simple.
And can anyone say Dust trap?
Still if you can afford to pay that much you can pay for someone to dust your pc daily

Saw this over on Giz (I think) I think it looks lovely myself, made me want to make something similar however I have nowhere near the technical ability or tools
I like the fact it's simple myslef
If you know a place that does CNC work you could have it made, it's only a couple sheets of aluminimum cut to pattern, a couple of sheets of plastic also cut up and a lot of screws and threaded hex rod.
The design would be the most complex part, that and the annodising which is expensive and hard to find places that do it.
