Depends what graphics card you have, If the graphics card has it's own power connector then it won't need to get the bulk of it's power from the motherboard.

It's not bad or good, it's there to supply additional power to the pci-e x16 slots, only to prodvide additional power and additional stability.
The idea is that if all the power for the cpu and graphics cards are coming from just the 25pin atx and 8pin EPS connector then you'll be putting a lot of load on just those rails.
That's assuming that you're running cards that only pull power from the pci-e slot and are coming close to the max current they can provide.
The other situation is if you're only using a 4pin ATX 12v not a full 8pin EPS on that connector as that greatly reduces the total 12volt current the system can get.
It's really there more as a back up for those with older psu's and the potential for extra stability for those who want to push the overclocks on their graphics cards.
It's similar to the way some graphics cards use two 6pin pci-e power connectors where they could use a single 8pin connector instead, spreading the load and reducing potential "noise" on the current/voltage to help improve stability
personally I'd not bother with a single card because that's one more cable to route and to a rather awkward place

First time I've seen this sort of setup. I've seen them on graphics cards but not on the mobo. Standardisation seems to be slipping.

Lol before i read the manual, i thought it was a convenience plug for plugging something in. The reason I thought that was because if you plug a fan into it, the fan does indeed turn.
