You have to define what you mean by "best". That is probably really heavy and expensive. Plus watercooling with a triple rad or even a dual maybe would give better cooling. Cost is also an issue.
But looking at "best" from a purely really really call it in a ridiculous way and most like to snap your motherboard ... yea it is comfortably the best lol.
Am talking about is this the best air cooler that produces the lowest temps - am not comparing it to water cooling as that would be better with Hi-end stuff
Looks like you'd need to run the PC with the side panel off anyway, doesn't look like the case would close properly.
Apprently its not as high as you think so should be ok for your case side panel to shut, all tho it will know dount depend on the case

With such a large surface area, one should be able to run one of those without fans, thus getting a very silent CPU cooler - no?
bit stupid, it'd be better of with one large fan. Larger fans produce less noise for shifting the same amount of air.
Volume of a fan/turbine is proportional to a power of 5 of it's speed!

Cat-The-Fifth-ishly - This is an ineffecient deisgn and would put additional strain on the motherboard bracket and pump warm air onto your motherboard. A more efficient cooler is the Cooler Master V10 which is supported so as not to strain the motherboard and pumps any warm air of of the side of your case.
