I very much doubt it's 84w per header, that insanely high, fan wattage varies, but is generally around 0.1-0.2a for a 120mm fan, or up to 0.3-0.4a for an led fan.
The PWR_FAN header is normally for a PSU fan connector, some PSU's have a fan connector, it does not power the fan or allow you to control it just allows you to get the fan rpm readings from the psu.
On some motherboards the PWM_FAN header is unpowered but most have them powered but they are not controllable, ie the Q-fan functions will not work on any fan plugged into it.
If it's 24w per header, or 2a, which sounds about right then you might be able to put 6 fans on it, depending on the fan.
Most fans will come with a standard 4pin molex adaptor or connector, which can often be chained together.

Depends on the fan. Each header can supply up to 2A (=24W). Now, the only fan I can grab handily whilst sat at my desk is a startech 80mm, which is actually made by a company called evercool and is rated at 0.08A at 12V DC. So (assuming you could work out how to wire them together) you could actually link 24 of those fans in parallel and (theoretically) the header could supply enough power for all of them. Most fans don't advertise their current draw on the spec sheet, so the only way to be sure is to buy the fans and check the hub sticker.
The 7A / 84W rating is for the motherboard as a whole, across all available fan headers. So let's assume you've managed to find some ultra-high-speed massive fans that pull the full 2A off a single header: you can only attach three of them to the motherboard (regardless of how many headers there are on the motherboard) as 4 would exceed the motherboard-wide load.

yep as I said varies on the fan, the larger the fan the more watts/amp's required in general, also higher speed fan then to use more current, as do LED fans
120mm fans non-led are generally around 0.1-0.2amps and 120mm led fans are around 0.3-0.4amps

That's pretty good, I seen them boards already like this, but never as cheap as that, I save it and think about it.
