Laptop help

Hi all, need some help and advice.

Got a second hand HP laptop to replace my old medion laptop but got a funny problem.
The laptop itself work great with no issues at all until I plug in the charger.
When the charger is in the mouse pad doesn't work.
The charging light comes on and everything seems fine and as soon as I unplug the mouse pad works again.

Question
What do you think, laptop or charger?

Guessing it's either a 3rd party charger or it's starting to die.

Almost certainly the charger at fault for not supplying the needed voltage/current.

Thanks shaithis, why didn't I check that.
Had a look at the charger and it is 3rd party as it doesn't have a HP logo.
So you think the charger is not giving the laptop enough power and this causes the mouse pad to fail.
