gtx 460 768mb or 1gb version? it's not just ram that a difference in these two cards.
bottlenecking is a bit harder, basically the slowest part of the system holding back other bits, off hand I doubt it, the software it self not fully utilising the hard ware is often the case and that's where overclocking can make a difference, it's the brute force approach of pushing badly optimised code through as fast as possible.
It's normally on multiple graphics card or monitor setups that cpu bottle necking shows up.

The 460 is a 1Gb version but I was more thinking about the CPU at stock speeds holding back a new GTX670?
