you might want to say if he wants a TFT or CRT, speakers? mouse? keyboard? OS? MS Office etc?

What's he using the PC for?

I was thinking almost exactly the same thing:

Mobile Barton 2400+/2500+ (Brilliant for overclocking, I recommend the 2400+ due to the lower voltage) FromCPUCity £62.39

NF7-S (Good for overclocking as well) From
    CPUCity £62.28

2x512mb Crucial RAM (Reliable, and at a decent price) From Crucial themselves £119.58, or the slightly more expensive, but still good value, Ballistix RAM for more performance

120gb Seagate Barracuda (Reliable with a five year warranty) From Komplett £57.50

Radeon 9800 Pro - Komplett do a cheap one £139

Surely if you've accepted the offer of building a PC for someone you'd have the necessary skills in researching a hardware specification for 'the friend'. You should always have the technical know-how before attempting this.

Otherwise, for budget whilst having good performance go for what Trig said and find the best prices possible.
