Does Scan test faulty items covered by Scansure?

I have a problem where my case fans and CPU fan won't turn off after shutting my newly built PC down, since this was my first build, I made sure to buy scansure incase of anything like this will happen.

I have checked for fixes but most point to faulty PSU or bad motherboard.

Preferably I would like to return both PSU and motherboard so there is no hassle if I send back the item that isn't faulty.

I suspect both are the issue, I think maybe the 8 pin connector and 8 pin header since I didn't realise you have to push a piece of plastic in to unclip it from the header... but I have no way to test.

But if I send both back, will they test them and charge me extra for testing for sending an item that may or may not be faulty or will they not test and just replace?
