Of course, all the statement actually says is they will keep shipping something on LGA. They could easily keep that promise by stockpiling Ivy Bridge parts and shipping them for the next three years.

Reading those it does seem like the move to BGA is pre-built systems only.
This is already occurring, every "all-in-one" system uses laptop components which will include BGA cpu's and some small form factor units do.
Personally I think they'll be looking at it as a way to cut the costs on BGA by massively increasing the production scale while dropping LGA production scale.
Which will mean you could well see enthusiast and self build going into a smaller more expensive niche.
Also the article seems to be saying that intel is not looking to improve performance on these cpu's but improve built in gpu's and reduced power demand and heat production.
I think this is comming from something we've seen for a while now, a lack of demand. The vast majority of uses we put our pc's to just don't need the massive cpu grunt we have, generally what we need and want is responsiveness.

I really hope that at least some of the lower end CPUs come socketed. It also makes me think about the availability of cheaper motherboards for more expensive CPUs too.

I would rather they extend Haswell for the desktop and not bring Broadwell to it at all. Many of us don't buy £150 CPUs initially in our computers(despite what a minority of enthusiasts on forums think),and upgrade over the lifetime of the desktop which us usually three to four years.

According to this article Intel with switch to BGA after 2016 for all mainstream CPUs:

That would mean the equivalent of socket 1155 and 1150 in 2016 will only have soldered CPUs.
