As far as I know yes. I have read the new 7200.7 series are slightly louder than the old IV series but still good.

The main competitor noise wise as far as I can see is Samsung but at 7200 spin the Seagates win in the reviews I have read.
IBM 180GXP 8MB cache and use the acoustic management software.
Just done this myself and the drive is totally silent with no noticable drop in performance.
I've got an 180GXP and whilst the acoustic management means the seek is silent, the drive spinning still makes a very quiet whine. I don't know how it compares with a Seagate 'Cuda but it's only noticable if you sit really up close to the case (about a foot away) and I'm running 1x7v Evercool and an Enermax PSU only.
