Sisters kid is thinking of upgrading his gfx card and I'm thinking of nabbing his old one a 6780 diffent brand then mine ,now I've got a 650w psu could it run two 6870's in sli or would I have to get a beefer psu ??
Think that entirely depends on the quality of your 650W supply. Techpowerup managed to get their 6870x2 to draw maximum of 353W using the powerhug virus Furmark, but 245W was their more realistic max draw running games:

You didn't mention the rest of your specs but gaming should be around max 260W or so(note that their single 6870 is 128W: one x2 card should generally draw a bit less than two more normal ones), so you should be fine.
Oh, sorry. Think you should be fine: if we take the 1075T's power consumption from Hexus's 1075T review (full system already with a HD5870):
That's at the mains so PSU efficiency comes into that - so possible more like a 150W load on the PSU itself. But anyway lets be generous and round that up to 180W and add two HD6870@130W brings us to a total 440W. Plus a few W more for your HDDs but chances are the system will seldom actually have 100% CPU, GPU and HDD usage so even 450W is something you are unlikely to actually ever draw.
