Passive and should be more that enough. What is your NAS CPU? On the other hand I don't think you have something in your NAS what this cooler can't handle .

Go for a passive cooler. It can't go ever wrong and for sure it will be quiet. If I could I would gladly give you mine to try it (as I am waiting for a MoBo).

sorry too slow here but I would of said a 2nd hand scythe ninja rev b, you've got plenty of space and a fairly cool running cpu so almost anything cheap would be fine.
