Mobile Athlon XP's

Me mums got a lappytop with a XP Mobile 1200+ I think, however the clock speed varies, sometimes low at about 400mhz and rises to 1.2ghz (speed of chip?) Is this AMD's way of power saving? Increase CPU power when it needs?

It does this even when plugged into the wall socket which is a bit annoying. Can I run the chip at full when plugged into the mains? Couldn't see anywhere in the BIOS. Its a MaxData 1000T (Not my idea, its the schools!)

It will do, what I do to overcome this with my laptop is run SETI This keeps the chip at full speed and because SETI only takes the spare cycles, wont slow applications down. Strangely running SETI on my laptop speeds it up
