TFT + TV card = undetectable to tv lisence scanners?

Ive been told today by a guy whos a bit of a leccy & software guru that a TFT screen + TV card in a PC is undetectable to TV lisence scanners? I always thought it was the card that is designed to give out pulses or something so that these guys can pick it up, but i was told that its actually the combination of the CRT + TV reciever unit that operates on some sort of specific frequency that the TV peeps pic up.

Is this true? Could i hyperthetically get away without a lisence by just buying a TV card now?

End of the day there is a tuning stage that takes the main
signal before sending into a mixer stage that mixes it with
a secondary signal to make a intermediate IF signal that
will then be resolved into a video sub carrier and audio
sub carrier so your card will be radiating normally a signal
10.7mhz adrift of the actual.

This internal mixing is detectable, even the police can detect
my radio scanner from a mile away :eek:

If I remember right the fact the aerial is subject to a tuning stage
causes the aerial to oscillate at that desired frequency.

I'm sure one of the techniques used picks up the scan frequency
of 50hz but they have many more ways to pick up that your
watching esp during these modern times of Plasma screens
100hz refresh rates etc etc.
