What are the chances of MS releasing this as an upgrade to Win 7? The reason DX9 stuck around so long even after DX10 and 11 were released was because there was nothing newer on XP. If DX12 is Win 8+ only then I don't expect mainstream adoption for a long time. If OpenGL can bring out similar Mantle-like benefits soon (and that seems likely), then perhaps this will be the tipping point towards more GL titles?
DX11.1 is already Win8 only.
and DX 11.2 is windows 8.1 only
Actually a major part of the survival of DX9 was that DX10 was just DX9 with some extra features added on, also that the xbox 360 runs what is basically DX9 with additional features (in many ways it's dx 9.1 and the basis for dx10) so for the longest time DX9 has been the base api games have been coded in for the largest and easiest compatibility and conversion.
DX11 added a lot of new more efficient "calls" in addition to the existing dx9 "calls" that do the same thing only better, the problem being that you can only use one set or the other, this means the vast majority of games still use DX9 and just get new DX10/11 features added on top.
Until the xbox 360 is totally phased out I doubt we will see many actual full DX11 games

DX11.1 is avaialble for Win 7 SP 1: http://support.microsoft.com/kb/179113
DX11.2 is a Win 8.1 (and xbox) exclusive though, for reasons known only to MS marketing execs, I guess. Although as I said in the news thread, point releases rarely matter that much. Win 7 has such a significant install base I can't see MS ignoring them completely with DX12 (unless Win 9 is game-changingly good compared to Win 8, I guess?).
And it's not like we're in any better position with DX versions and console hardware now either - the PS4 and XBOne are both stuck on AMD DX11 hardware, so how much relevance is DX12 really going to have?
